P(2,3) and Q(-6,7)

Calculate the slope.

m =(y2-y1)/(x2-x1)

    =(7-3)/(-6-2)

    =4/-8

    =-1/2

Calculate equation of the PQ.

y-y1=m(x-x1)

y-3=(-1/2)(x-2)

2y-6 =-x+2

x+2y-8=0

Equation of the line is x+2y-8=0
