( 5y  <  74 - 19 )   ⋂   ( −3y  >  40 - 13 )

( 5y  <  55 )   ⋂   ( −3y  >  27 )

( y  <  55/5 )   ⋂   ( 3y  <  - 27 )

( y  <  11 )   ⋂   ( y  <  - 27/3 )

( y  <  11 )   ⋂   ( y  <  - 9 )

Intersection means should exist in both of them

Hence, y < - 9

Answer :

Soution is  y  <  - 9.
