In the given data  hoist K descends at 6.48 km/h .

Hoist L ascends at 5.04 km/h .

When two objects moving in opposite direction then their relative velocity is difference their velocities .

Velocity of object B relative to object A =  (velocity of object B) - (velocity of object A).  

(1.2.1)

 The velocity of hoist K relative to the velocity of hoist L in magnitude

                  = (velocity of hoist K) - (velocity of hoist L)

                   = (6.48 km/h) - (5.04 km/h

                   = 1.44 km/hr .

The velocity of hoist K relative to the velocity of hoist L is 1.44 km/hr  in opposite direction .

 The velocity of hoist L relative to the velocity of hoist K in magnitude

                    = (velocity of hoist L) - (velocity of hoist K)

                    =   (5.04 km/h) -(6.48 km/h)

                     = - 1.44 km/hr .

The velocity of hoist K relative to the velocity of hoist L is - 1.44 km/hr  in opposite direction .
