The expression is - 3a2 - b3 + 3c2 - 2b3.

= - 3a2 + 3c2 - 3b3

= 3(- a2 + c2 - b3)

Substitute a = 2, b = - 1 and c = 3 in the above expression.

= 3[- (2)2 + (3)2 - (-1)3]

= 3[- 4 + 9 + 1]

= 3(6)

= 18.
