center, (h, k)=(-2,3) and r =4

Write the relation of circle in stadard form.

(x-h)^2+(y-k)^2 =r^2

(x-(-2))^2+(y-3)^2 =4^2

(x+2)^2+(y-3)^2 =16

Therefore, the stadard form of circle is (x+2)^2+(y-3)^2 =16
