The inequality is -4y + 17 < 29.

Subtract 17 from each side.

-4y + 17 - 17 < 29 - 17

-4y < 12

Divide each side by negative 4 and reverse the inequality symbol.

(-4y)/(-4) > (12)/(-4)

y > -3.
