Given first equation are -2x+y = 1

-2x+y = 1

add 2x to each side.

y = 2x+1 ----> (1)

And second equation 3y+2x = 3

Subtract 2x from each side.

3y = -2x+3

Divide to each side by 3.

y = -2x/3+1 -----> (2)

Graph

From the graph solution of linear equations x = 0, y = 1.

Check:

Substitute x = 0 , y = 1 in given equations.

-2x+y = 1

0+1 = 1

1 = 1

3y+2x = 3

3+0 = 3

3 = 3

solution x = 0,y =1.
