Given equation is y+9 = -3(x-2)

y+9 = -3x+6

Add 3x to each side.

y+9+3x = -3x+3x+6

3x+y+9 = 6

Subtract 9 from each side.

3x+y+9-9 = 6-9

3x+y = -3

Compare it standard form ax+by = c

a = 3, b = 1, c = -3.
