y = -6.9x + 5.1

Multiply each side by 10

10y =10( -6.9x + 5.1)

Using distributive property,

10y =(10*-6.9)x+(10*5.1)

10y =-69x+51

Add -69x to both sides

69x+10y=51

Therefore,Option (B) is the correct.
