Given lines are y = -1

and 2y = 10

Divide to each side by 2.

2y/2 = 10/2

y = 5

Compare the above lines slope intercept form y = mx+b

Slope of the  y = -1 is zero.

Slope of the y = 5 is zero.

They are horizontal lines and they have equal slope.

Given lines are parallel.
