Cross multiplication.

-6y - 42 = -13x -104

Add 42 to each side.

-6y  = -13x - 104 + 42

-6y  = -13x - 62

Divide each side by negitive 6.

-6y/-6 = -13x/-6 - 62/-6

y  = (13/6)x + 62/6

Required line equation is y  = (13/6)x + 31/3.

Slope is 13/6.
